Gaskill, Vista Properties <br />Public Works Directo dated June 12, 1985 <br />2) RnhPri- anski i i , Vint,;; <br />Properties, to Jim Davis <br />dated Sept. 9, 1985 <br />DESCRIPTION AND CONDITIONS <br />As previously requested by the Board of County Commissioners when the <br />right of way for the Indian River Boulevard Southerly Extension was <br />approved, staff has met with Vista Properties, the officers of the <br />Vista Gardens Property Owners Association, and Mr. Ed Schlitt, owner <br />of land between the Boulevard Right of way and Vista Gardens, to <br />resolve future property access, drainage, and buffering. The attached <br />drawing illustrates the proposed access plan to serve the Southern <br />properties along the Boulevard. <br />ALTERNATIVES AND ANALYSIS <br />As summarized in Bob Gaskill's Sept. 9, 1985 letter, Vista Properties <br />is agreeable to the following: <br />1) Donate to the County the triangular parcel at the Northwest <br />corner of their property for Boulevard right-of-way. <br />2) Agree to a connection between the Vista Gardens access road <br />and Indian River Boulevard approximately 600' east of US 1. <br />Mr. Ed Schlitt has already executed a deed to the County for <br />this connection. The County would include this construction <br />in its construction contracts. <br />3) Granting to the County a drainage easement for overflow <br />purposes through the Vista Gardens Property discharging into <br />the golf course lake system. <br />Vista Properties is requesting that the County agree to assure the <br />local approval for a full movement entry onto US 1 -(future construc- <br />tion by Vista Properties) located approximately half way between the <br />South Relief Canal Bridge and Indian River Boulevard at US 1. This <br />new connection onto US 1 will permit the closing of the existing Vista <br />Gardens/Vista Properties driveway which will be too close to the new <br />proposed US1/Indian River Boulevard intersection. The result in <br />staff's opinion is a safer connection onto US 1. Final construction <br />of the new entry will be subject to Florida DOT approval. The DOT <br />Traffic Operation section has verbally approved this driveway relo- <br />cation. <br />Staff is currently meeting with the officers of the Vista Gardens <br />•Property Owners Association to resolve the issue of a wall or buffer <br />along the Vista Gardens frontage. The County's consultants have <br />recommended an 8' high wall along Vista Gardens. This will mitigate <br />effects of the Boulevard on the first floor units at Vista Gardens. A <br />14' high wall would be needed to intercept the effects on second story <br />units (see attached sketch). <br />113 <br />DEC 1 <br />
