MOTION WAS MADE by Commissioner Scurlock, <br />SECONDED by Commissioner Bird, to approve <br />the Vista Gardens/Vista Properties access <br />plan; funding of the 300' access connection <br />to Indian River Boulevard to be from Second <br />Gas Tax revenue. <br />Commissioner Bird stated he would approve this in concept, <br />but he believed the Property Owners Association had a great deal <br />of concern about sharing that entrance with commercial interests. <br />Also they have a beautiful entranceway, and he wished to know if <br />that will be recreated with the same garden type approach or will <br />they have to share their entrance with a shopping center as he <br />felt they were pretty sensitive about this. <br />Director Davis advised that this was discussed and basically <br />they would like the option of keeping that existing entrance as a <br />right turn -in only for those northbound on U.S.I. They would <br />restrict any egress from that connection. <br />Bob Gaskill informed the Board that he has been working with <br />both Director Davis and the Home Owners Association and basically <br />what they are looking for is just a replacement of the existing <br />entryway on U.S.I. He explained that an easement for that was <br />granted to the Association in the original declaration. The <br />original easement was -for the front property and the Association; <br />it is an easement and not a deeded right-of-way so it was going <br />to be shared regardless with commercial or whatever is up front <br />and they are aware of that. Mr. Gaskill believed they are in <br />full agreement with what is being proposed except that the latest <br />memo refers to the existing entranceway being closed off, and <br />they do not want that. He did, however, feel the main way in and <br />out will be on Indian River Blvd. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />115 <br />DEC 18 1985 <br />BOOK 63.
