Cary Monroe, Vice Pi <br />Coast Fed Mortgage Corp. <br />Two Northside 75, Suite 304 <br />Atlanta, GA 30318 <br />Re: Clayton, Williams & <br />Sherwood, Inc. <br />Dear Mr. Monroe: <br />Suncom Telephone: 424-1011 <br />Mr. Bill Pollock, General Manager of Clayton, Williams & Sherwood, <br />Inc. of Newport Beach, California, has requested that Indian River <br />County, Florida, indicate its policies concerning water and sewer <br />connection requirements and charges in relation to the proposed <br />purchase by him of a mobile home park in Indian River County <br />operating under the name of Lakewood Village. <br />It will be required that the mobile home park connect to the <br />County water system no later than ten years from the date of this <br />letter, provided that the County water system has adequate <br />capacity. However, if the private water system within the mobile <br />home park fails to supply water that meets regulatory agency <br />requirements, earlier connection may be required. The present <br />water impact fee is '$1, 140 per ERU (equivalent residential unit) . <br />The mobile home park owner will pay the fee that is current at the <br />time of connection. <br />Concerning sewer connections, the charge per ERU is $1,250 plus <br />the cost of physically connecting the property to the County sewer <br />mains and the cost of removing the existing wastewater treatment <br />plant. Connection to the County sewer system is required now. <br />Indian River County has established a program of helping <br />developers finance these fees by special assessment, and, in some <br />cases, has cooperated in issuing special assessment revenue bonds <br />for periods not exceeding 20 years at market interest rates. You <br />may rely on this letter for 90 days from the date of its <br />execution as an indication from Indian River County that it will <br />negotiate with Clayton, Williams & Sherwood, Inc. regarding the <br />special assessment and possible revenue bonds to assist it in <br />raising the sewer impact charges; connection charges, and the cost <br />of razing the old wastewater treatment plant. <br />Sincerely, <br />Pelt B. b <br />-Chairman <br />PBL/ Vk <br />24 <br />
