<br />Utilities Director Pinto informed the Board that this would 
<br />give the Util.ity Department authority to approve five year 
<br />extension plans without having to make these people come to the 
<br />Board. They would have the ability to come to the Board if for 
<br />some reason they were denied the right to make extended payments. 
<br />Commissioner Scurlock expressed concern about keeping the 
<br />flexibility to curtail this option if we run into any cash flow 
<br />problem, and Director Pinto confirmed that we have that ability. 
<br />Commissioner Bird inquired about locking in on 12% as he 
<br />thought we had a floating interest rate. 
<br />Commissioner Scurlock explained that we are starting to have 
<br />a bit of a problem tracking this because of the way the rate 
<br />fluctuates and these requests come in on a day to day basis.
