BOOK 63 <br />extension will be 242 feet long with a 95 -foot T -head and <br />provide 32 slips for a total of 59. The applicant also <br />proposes to construct 125 feet of 6 -foot -wide boardwalk along <br />the existing bulkhead. No fueling or sewage pumpout facilities <br />are planned.,and no dredging or filling is required for the <br />proposed construction. <br />ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />- The Conservation & Coastal Zoning Management Element of <br />the Indian River Comprehensive Plan <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region <br />- The Hutchinson Island Planning & Management Plan <br />- The Indian River County Code of Laws and Ordinances <br />Due to the proposed project's location in the City of Sebastian <br />and therefore not in the unincorporated portion of the County, <br />the focus of staff review is on potential County and regional <br />impacts rather than site-specific impacts. Subsequently, an <br />in-depth field inspection of the project site was - not <br />conducted. <br />In providing an additional 32 boat slips to the already <br />existing 27 slip pier, the proposed project may help to <br />alleviate the potential need for dockage in the surrounding <br />area where impacts could be greater. Utilization of an <br />existing pier and bulkhead substantially decreases coastal <br />resource impact when compared to the construction of an <br />entirely new facility. <br />Although the extent of any impacts are not fully known at this <br />time, there may be cumulative impacts of this and other <br />multiple dockage projects proposed to be constructed along the <br />Indian River upon the Florida manatee. <br />Staff has not determined the extent to which the submerged <br />bottomlands of the proposed project area will be impacted; the <br />effect of Indian River development on ecologically valuable <br />seagrass beds should be considered. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward the following comments regarding <br />this project to the Jacksonville District Army Corps of <br />Engineers: <br />1) Indian River County has no objection to the proposed <br />project; <br />2) The Army Corps of Engineers and other appropriate agencies <br />should consider the potential cumulative impacts of marina <br />projects upon the Florida manatee; <br />3) The Army Corps of Engineers and other <br />should evaluate the potential impact <br />ecologically significant submerged <br />seagrass beds in the Indian River. <br />6 <br />appropriate agencies <br />of marina projects on <br />bottomlands such as <br />
