® E C 18 1985 BOOK 63 P41E <br />Attorney O'Haire emphasized that the adjacent residents who <br />bought in this area believing there would be similar development <br />nearby are unalterably opposed to this, and they do not care <br />about a buffer or anything of the sort. <br />Commissioner Bowman felt she could put it even more bluntly <br />than Mr. O'Haire. She believed this is simply a method of <br />circumventing our moratorium on the Barrier Island. <br />Burt Hambleton of Mooringline Drive advised that he is a <br />member of the Board of Directors of the Moorings Property Owners <br />Association, and this represents about 1800 residents who live <br />about 2500' north of the subject property. Mr. Hambleton stated <br />that they have no quarrel with the PRD concept, which they feel <br />is a valid one, but they question its use when environmentally <br />sensitive lands are involved and question any changes in zoning <br />that increase density on the south barrier island by allowing a <br />reduction in square footage requirements from 12,000 square feel <br />to 6,000 and also reducing the lot width. They feel this will <br />adversely affect surrounding property and lower values. Mr. <br />Hambleton stressed that the developer purchased this property <br />with full knowledge of RS -3 zoning and the restrictions on <br />development on environmentally sensitive lands. He continued <br />that the Corps of Engineers has been given unchallenged <br />jurisdiction over all wetlands, and, therefore, he sees no reason <br />to consider trading density in return for the developer's promise <br />not to develop wetlands in the future. Mr. Hambleton requested <br />that the Board not approve any change in zoning requirements. <br />Chairman Lyons asked how many were present from The <br />Moorings, and thirty or more stood up. <br />Mrs. Landon, owner of two pieces of property in The <br />Moorings, expressed the opinion that as long as there is the <br />chance to have a responsible developer develop this land, we <br />should let him. Mrs. Landon stated that zero lot line <br />development does not scare her and with the Commission and staff <br />watching to see they comply with what has been set up, she felt <br />76 <br />
