DEC 18 1985 <br />BOOK 63 FADE 7 <br />ON MOTION by Commissioner Scurlock, -SECONDED <br />by Commissioner Bowman, the Board unanimously <br />closed the public hearing. <br />Commissioner Scurlock quoted Sec. 25 A.3, which says "Within <br />a reasonable period of time following the close of the public <br />hearing, the Board of County Commissioners shall approve with <br />conditions or deny the application, furnishing the applicant with <br />a written statement of the reasons for any denial." Based on <br />that Com. Scurlock stated that he would propose a Motion to deny, <br />as follows: <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, to deny the request of Salama <br />Development for PRD special exception approval due <br />to the uniqueness of the area, which has quality <br />homes and lots much larger than those being proposed, <br />as this would be inconsistent and put an unfair burden <br />on the adjacent property owners, and to use this vehicle <br />to reduce the width of these lots, etc., is unreasonable. <br />Commissioner Bird felt it is time to send this developer and <br />all future developers a clear message that at the time we adopted <br />the Comprehensive Plan after lengthy study, we created the south <br />barrier island as single family residential and created zoning <br />districts with minimum requirements to conform to that, and any <br />jump like this to try to circumvent that intent is going to be <br />denied. <br />Commissioner Wodtke felt that although the proposal is for a <br />transfer of densities that is allowable under reasonable terms, <br />the increased density that would result on the upland portion <br />could have a negative effect on the environmentally sensitive <br />land and on our river. Commissioner Wodtke stressed that he does <br />believe in density transfer and in the PRD, but felt in an area <br />78 <br />
