DEC 18 1965 Boa 63 FAGS B2 <br />Commissioner Scurlock did not see why we should put -this on <br />the books if we can't monitor it, and Planner Challacombe stated <br />that there are some alternative, but they are quite complex which <br />is why staff is recommending a workshop. " <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously agreed <br />not to extend the tree protection program to <br />include single family lots of one acre or less and <br />authorized staff to set up a joint workshop with <br />the Planning & Zoning Commission to discuss alterna- <br />tive methods for improving the County tree protection <br />ordinance. <br />Commissioner Bowman felt the workshop should include <br />discussion not only about trees but also "understory." <br />Chairman Lyons believed we were previously talking about <br />transfers of density and he would like to have a workshop to <br />review these and find a way to make them marketable. <br />Nancy Offutt, speaking in behalf of the development <br />community, which she emphasized is also interested in protecting <br />the environment, advised that they really would like to be part <br />of that workshop as she felt that the concept of density transfer <br />and of zero lot line development is really not anti -environment <br />and that PRD is a vehicle whereby the density transfer credit <br />mechanism can be utilized to protect the environment, encourage <br />upland development, and also provide a concentration of <br />development so the site can be better utilized for the enjoyment <br />of nature. <br />Chairman Lyons stated that the Board would expect to see <br />Mrs. Offutt at the workshop. <br />BARRIER ISLAND MORATORIUM <br />The Board reviewed memo of Planning Director Keating, as <br />follows: <br />92 <br />
