Administrator Wright noted that staff learned Monday that it <br />was going to be recommended that these items be appealed at a <br />Regional Planning Council meeting on Friday. Planner Boling <br />informed the Board that staff conferred with the Regional <br />Planning Council staff before making any changes, and it was <br />staff's understanding that these items were not substantial <br />changes and would not be appealed. Planner Boling continued that <br />the major concern is the requirement that all prospective buyers <br />or leasors of boat slips be checked for a background of boating <br />violations. <br />Administrator Wright could not believe that someone could be <br />denied the right to buy a boat slip because of a ticket for <br />speeding in a manatee zone or something of the sort. <br />Commissioner Scurlock felt we should direct the individuals <br />who are our representatives on the Planning Council on the <br />position to take. He personally felt that such screening is <br />ridiculous and did not know how it could be done or monitored. <br />Chairman Lyons and Commissioner Bird concurred. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Wodtke, the Board unanimously <br />agreed to instruct our Regional Planning Council <br />representatives not to support the requirement by <br />the Regional Planning Council for screening of <br />prospective marina users. <br />Commissioner Scurlock felt that the other two items are <br />basically clarifications, and asked if any more discussion was <br />needed. <br />Staff Planner Boling stressed that staff did not want to <br />encourage public access to the estuarine recreational opportuni- <br />ties of the system they are creating as it takes a while for the <br />new habitat to be established.
