1/98roso/cunonft <br /> RESOLUTION NO.98-52 <br /> A RESOLUTION OF INDIAN RIVER COUNTY, <br /> FLORIDA, TO THE STATE OF FLORIDA CONSER- <br /> VATION AND RECREATION LANDS PROGRAM AND <br /> THE LAND ACQUISITION AND MANAGEMENT <br /> ADVISORY COMMITTEE (LAMAC) REGARDING THE <br /> CARSON PLATT PROPERTY PURCHASE. <br /> WHEREAS, the State of Florida Conservation and Recreation Lands <br /> Program, the St. Johns River Water Management District, and Indian River <br /> County have been negotiating for some time for the joint purchase of the Carson <br /> Platt property, which is environmentally significant property near the headwaters <br /> of the St. Sebastian River, and, which would complete the acquisition plans for a <br /> major preservation area in north Indian River and southern Brevard Counties;and <br /> WHEREAS, Indian River County passed Resolution No. 98-44 (a copy of <br /> which is attached) and entered into a purchase contract with the governments <br /> involved and the property owners; and <br /> WHEREAS, the State has offered to pay 50% of the purchase price with <br /> the District and the County splitting the remaining 50%of the cost;and <br /> WHEREAS, Indian River County believes strongly that, as a major <br /> contributor to the purchase of the lands, it should have some interest in title along <br /> with the State and District; and <br /> WHEREAS, although State land acquisition policies do not allow this title <br /> sharing, the County has chosen to participate in the purchase price nonetheless <br /> on-the assurance by the State, through its Conservation and Recreation Lands <br /> Program staff, that the State will strongly consider amending its land acquisition <br /> policies to allow title sharing, in instances such as this, with the goal that the <br /> County may, after the acquisition, be included in a title sharing arrangement with <br /> the State and District; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br /> COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA,that: <br /> 1. The Board of County Commissioners approves the County's participation of up <br /> to 25%of the purchase price of the Carson Platt property. <br />
