Commissioner Bowman noticed that one of the staff's <br />recommendations is to forward a comment saying that Indian River <br />County has no objection to the development. She has seen this <br />time and time again in these applications and she is not sure <br />that it actually fits our feeling, particularly in this case. <br />While this does not concern land in the county, it seemed to her <br />that when we make that statement, it appears to be a blanket <br />endorsement. <br />MOTION WAS MADE by Commissioner Bowman, SECONDED by <br />Commissioner Lyons, that the Board forward the <br />following comment: "Inasmuch as the location of the <br />proposed project is in the Town of Indian River Shores <br />and County staff has not focused on the site's specific <br />impact, it is our policy to recommend that the DER/DNR <br />be consulted and that it is our policy to follow their <br />recommendations." <br />Under discussion, Chairman Scurlock asked if that would <br />raise a red flag in this case that normally wouldn't be raised, <br />but Art Challacombe, Chief of Environmental Planning, didn't feel <br />it would. He felt that while we did not have any specific <br />concerns in this particular case, it was not a blanket <br />endorsement. <br />Commissioner Lyons did not feel that we could opt out, <br />because we have a concern over everything that is done in this <br />river no matter where a project is located. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The Motion <br />was voted on and carried unanimously. <br />F.
