T. °Sonny can <br />Director <br />FROM: General Services <br />SUBJECT: Video System for Courts <br />REFERENCES: <br />Since July of 1985, all the Judges in Indian River County have been <br />pursuing the idea of a closed circuit video system that will allow <br />First Appearances and other Court proceedings to be held without <br />physically transporting a prisoner from the Detention Center to the <br />Courthouse or the Judge going to the jail. This type system is used <br />in other Counties and is very successful. The staff has actually <br />visited Martin County and witnessed the operation. <br />The basic equipment will be a camera, video screen, and sound from a <br />designated area in the jail to Court Room C. There will also be a <br />recorder that will allow the entire session to be taped for future <br />reference if desired. <br />The basic operation will be that a prisoner can stand in the <br />designated area at the jail and appear on a video screen in the Court <br />Room while the Judge is sitting at the bench and will appear on a <br />video screen in the jail. All sound transmissions will be received <br />in both locations. With the arrangement of equipment at both <br />locations, a trial could be conducted in Court Room C. <br />It is staff's feelings that this system would be a benefit to the <br />County by savings in security and transportation personnel alone. <br />Based on the above, it is staff's recommendation that specifications <br />be sent out and bids accepted for the system. <br />Funding for this project will come from the Court Improvement Fund. <br />16 <br />
