® s � <br />problem with the section of the code that deals with building <br />permit expirations. It states that a permit will expire within 6 <br />months if work has not commenced. She preferred that statement <br />to read: "foundation system must be installed." Attorney Wilson <br />has advised that this will be brought back to the Board after it <br />is advertised. <br />Administrator Wright noted that when Lee County went to <br />implement a traffic impact ordinance, they had situations where <br />people came in and applied for permits for 600-700 units at a <br />time. What we want to do is put in some kind of guideline that <br />will prevent people from pulling every possible permit and then <br />digging just a footer every 6 months or so. <br />Chairman Scurlock felt it might be easier to include <br />language in the road impact fee ordinance stating: "either/or the <br />issuance of the building permit or the C.O." That would key it <br />in either place so that they can't skip around it. <br />Attorney Wilson explained that to include the language in <br />the Standard Building Code would require an amendment to the code <br />and a repeal of the existing ordinance. He advised that they are <br />working on the definition of "commencement", and recommended that <br />the Board adopt the ordinance today and they would then come back <br />with a modification. <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter. There were none. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, the Board unanimously closed <br />the Public Hearing. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Wodtke, that the Board adopt <br />Ordinance 86-4, amending the Code of Laws and <br />Ordinances No. 82-26, adopting a Standard Building <br />Code, 1985 Edition. <br />35 <br />JAN 8 1986 63 168, <br />L - <br />
