Chairman Scurlock reported that the County's bond counsel <br />has indicated that because of the lower interest rates currently <br />available, a 30 -year permanent bond issue would be preferable to <br />going with a short-term loan before the permanent financing. He <br />assured Commissioner Bird that we would have the same flexibility <br />with the permanent issue of the 30 -months of deferred capital <br />Interest and that we would get the money in the same amount of <br />time. He reported that it is the Finance Committee's <br />recommendation that the Board authorize staff to go ahead and <br />proceed on that basis. <br />The Board agreed that the interest rate of 8-1/2$-8/3/4% <br />offered was very conservative and that we could probably get an <br />interest rate around 7%-8%. Further, that we keep in contact <br />with M. G. Lewis to keep our options open and come back at the <br />time of placement to get direction from the Board on whatever <br />market conditions are that week. <br />Chairman Scurlock understood that the Commission wishes to <br />proceed in this manner. <br />DISCUSSION OF ADMINISTRATION OF SOUTH COUNTY FIRE DISTRICT <br />Administrator Wright asked that before we get into the <br />appointment of the new Fire Chief, the Board give some direction <br />on the administration of the district. <br />Commissioner Bird felt that when the SCFD was created it was <br />with the idea that the district would not be a department within <br />Indian River County, but set up as a separate entity that would <br />answer to the Board of County Commissioners and work through the <br />Fire Advisory Board. For administrative purposes only, the Fire <br />Chief would work through the County Administrator and utilize the <br />County staff for administration functions. <br />Commissioner Wodtke felt quite differently in that when the <br />district was created, it was because the City of Vero Beach had a <br />paid fire fighters department and we were moving county-wide'as <br />far as the taxing structure.
