Boa 63 PAct 199 <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Lyons, the Board unanimously authorized <br />the Chairman to execute the release of judgement lien <br />subject to the conditions discussed this morning. <br />(SATISFACTION OF JUDGMENT IS ON FILE IN THE OFFICE OF THE CLERK TO <br />THE BOARD) <br />STATUS OF UNFAIR LABOR PRACTICE FILED BY CWA <br />--- Attorney Vitunac reported that as a result of the unfair <br />labor practice filed by the Communication Workers of America, the <br />Public Employees Relations Commission has found the County in <br />violation of committing an unfair labor practice by its <br />initiation of a $12.50 medical insurance payment. The hearing <br />officer's reasoning was that even though the County set a cap on <br />its insurance plan in 1983, 1984 and 1985, the cap for the first <br />two years equalled 1000 of the payment; therefore, County policy <br />had been unchanged since the beginning of time to pay all of the <br />insurance payments. The County Attorney recommended that we <br />appeal this decision to the Public Employees Relations Commission <br />within 20 days and argue this before the full Commission in <br />Tallahassee. He noted that this is merely the recommendation of <br />the hearing officer. <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Bowman, the Board unanimously authorized <br />the County Attorney to file an appeal with the Public <br />Employees Relations Commission. <br />Attorney Vitunac confirmed that the Board may discuss this <br />matter in caucus as it relates to wages, hours and conditions of <br />employment under the contract. He noted that we are still in <br />wage negotiations with the union and should have the special <br />master report in 10 days or so. <br />66 <br />
