2. All persons interested in the construction of said improvements and the special <br /> assessments against the properties to be specially benefited may review the assessment <br /> plat showing the area to be assessed, the assessment roll, the plans and specifications for <br /> said improvements, and an estimate of the cost thereof at the office of the Department of <br /> Utility Services any week day from 8:30 a.m. until 5:00 p.m. <br /> 3. Notice of the time and place of this public hearing shall be given by two publications in the <br /> Press Joumal Newspaper one week apart. The last publication shall be at least one week <br /> prior to the date of the hearing. <br /> 4.
