Director Keating advised that we have two options- w6 can <br />either direct the applicant to apply for rezoning or go county <br />initiated. <br />The consensus was that the rezoning should be county <br />initiated. <br />Commissioner Bird asked asked if this would be just for the <br />the part deeded to the D.O.C. <br />Director Keating felt it would be preferable to do the whole <br />parcel, and Dr. Heise agreed it should include the entire 31 <br />acres. <br />Director Keating noted that the other question relates to <br />site plan approval. Educational facilities are special exception <br />uses and will require approval from the Planning & Zoning <br />Commission and the County Commission. He felt this could be done <br />concurrently with the rezoning. <br />Chairman Scurlock talked about the possibility of an <br />amendment to the Zoning Code which would allow a little different <br />procedure for a public institution. He noted that he has been <br />addressing this with the School Board attorney. <br />Attorney Vitunac believed the new state law requires the <br />D.O.E. and D.O.C. to cooperate with county site plan require- <br />ments, etc., and he felt with that understanding we can get the <br />review done without delaying. <br />Chairman Scurlock then addressed the road R/W problem, which <br />he felt is a unique situation involving the Drainage District, <br />and he hoped we can pursue some sort of vehicle to get a <br />variance. He noted that we are having the same problem with the <br />Drainage District in other areas also because they are saying no <br />one can put anything in their R/W and they seem to be adamant <br />about it. <br />Commissioner Bird believed the road situation can be worked <br />out, and the Administrator agreed. <br />Commissioner Wodtke volunteered to work and coordinate with <br />the Public Works Director and the College on the road situation, <br />43 <br />,JAN 15 1986 BOOK 63 PAGE 284 <br />
