r � � <br />Building Director Rymer wished to emphasize that the Build- <br />ing Department not only relies on the architects and engineers to <br />design buildings properly, but state law requires this because <br />Building Departments do not generally have architects and <br />engineers on their staff. The building had to be designed by a <br />professional and it was.
