It will be a major outfall, and he feels it should be <br />constructed by a 100% assessment program based on acreage and the <br />watershed and that the county shouldn't be persuaded to fund <br />more. We would be picking up the maintenance each year. <br />Attorney Vitunac asked about the possibility of an MSTU for <br />the area, and Director Davis felt that would be an excellent <br />idea. <br />Administrator Wright believed that once this outfall is <br />built, we will end up going south and building another. He also <br />felt once it is built, it should be our responsibility and he did <br />not think the maintenance will be that high. <br />Discussion continued re the necessity to address drainage <br />problems and re the possibility of a MSTU, and Chairman Scurlock <br />felt the question is what actually is the benefited area. <br />Administrator Wright expressed concern about having one <br />little MSTU when we are providing this maintenance in other <br />areas. <br />Commissioner Bird suggested we advertise it and see what <br />kind of reaction we get, and Attorney Vitunac noted that an MSTU <br />does not necessarily to have to charge 100% to the owners. <br />A few more alternatives were suggested, and Administrator <br />Wright suggested that staff study this situation and come back <br />with a recommendation. <br />The Chairman asked if anyone in the audience wished to <br />comment.
