X6JLtinf, AICP MENT FOR FUNERAL CHAPELS <br />Planning & Development Director <br />FROM: RS REFERENCES: <br />Richard Shearer, AICP Funeral Chapel'Memo <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 22, 1986. <br />.DESCRIPTION & CONDITIONS <br />The Planning Department is initiating a request to amend the <br />Zoning Ordinance to create a definition of funeral chapels, to <br />establish funeral chapels as a permitted use in the CL, Limited <br />Commercial District, and CG, General Commercial District, and to <br />amend the purpose and intent section of the CG district. <br />On January 9, 1986, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of this proposed ordinance <br />amendment. <br />ALTERNATIVES & ANALYSIS <br />Currently, funeral homes are only allowed in the CG district. <br />The staff has determined that funeral chapels are a different <br />type of use than funeral homes. Two separate rezoning requests <br />have -been submitted by individuals wanting to develop funeral <br />chapels which would not provide the range of services provided by <br />a funeral home. A proposed zoning ordinance amendment has been <br />prepared to create a definition for funeral chapels and estab- <br />lish them as a permitted use in the CL and CG districts. <br />Moreover, a proposed amendment to the purpose and intent of the <br />CG district has been prepared to clearly state where the CG <br />district may be established and delete the statement that new <br />car sales will not be allowed in the CG district. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Commissioner Lyons asked if this definition was broad enough <br />to include memorial services without a body, and Richard Shearer, <br />Chief of Long -Range Planning, believed that it was. <br />Commissioner Lyons pointed out that Section I states "prior <br />to burial", and Administrator Wright suggested inserting <br />"conducting memorial services." <br />Chairman Scurlock opened the Public Hearing and asked if <br />anyone wished to be heard in this matter.
