Goulet � Family & Group Memo <br />Staff Planner, Long -Range Planning JEFF <br />It is requested that the data herein presented be given formhl <br />consideration by the Board of County Commissioners at their <br />regular meeting of January 22, 1986. <br />DESCRIPTION & CONDITIONS <br />In November, 1985, the Planning and Zoning Commission directed <br />the staff to analyze the County's current definition of family as <br />it appears in the Zoning Code. This directive was the result of <br />discussion on granting an administrative permit for a group home <br />applied for by Mr. Frank Zorc for a group of Paulist Fathers. It <br />was determined by the staff and the county attorney's office <br />that, based on the current definitions of family and group homes <br />in the Zoning Code, the group of priests would not be eligible <br />for a group home but would be considered a family; thus Mr. Zorc <br />did not need a permit for a group home. <br />On January 9, 1986, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of the proposed amendments to the <br />definitions of family and group homes with the following <br />conditions: <br />1) That a public hearing shall be required for all group <br />home applications, and surrounding property owners shall be <br />notified. <br />2) That any group home permit shall be nontransferable. The <br />facility must be reevaluated for an administrative permit or <br />special exception approval with any change in resident type or <br />capacity increase which would raise the level of the group home. <br />ALTERNATIVES & ANALYSIS <br />The current definition of family, as it appears in the Zoning <br />Code, is as follows: <br />Family. Any number of individuals living together as a <br />single housekeeping unit, including the use of common <br />kitchen facilities within the dwelling. The number of <br />persons per room and the characteristics of the dwelling <br />unit must comply with Section 305, "Minimum Dwelling Space <br />Requirements" of the Southern Standard Housing Code. <br />Staff conducted a survey of how other cities and counties define <br />family and found that most jurisdictions place a maximum on the <br />number of unrelated individuals that can live together and still <br />be considered a family. The maximum number of unrelated persons <br />who could live together as a family unit ranged from four (4) to <br />six ( 6 ) persons. <br />LIb'1 <br />
