JAN 2 2 1986 BOOK 63 FAGS 3,93 <br />14) Estimated Schedule of Development: The applicant has <br />submitted a schedule for six phases. The first phase <br />is to begin in the Spring of 1986; the last phase is <br />to begin in the Fall of 1988. There should be <br />approximately six months between phases. All neces- <br />sary improvements, including lake portions, are to be <br />bompleted by :phase. Each phase will be able to" <br />"stand alone" as far as meeting all applicable <br />requirements. <br />RECOMMENDATIONS <br />Staff recommends that the Board of County Commissioners grant <br />conceptual PRD special exception approval to the Vero South <br />project, waiving the accessory commercial area location require- <br />ment [25(A)4(e)(3)c.iv], subject to the conditions that follow. <br />1. Traffic improvements shall be provided as follows: <br />a. an east -bound, right -turn deceleration lane or <br />adequate ingress radius (minimum 451) on Oslo Road at <br />the Oslo Lake Shopping Plaza west entrance; <br />b. construction of left -turn lanes on Oslo Road at 20th <br />Avenue (County to share 25% of the burden of construc- <br />tion via in-kind assistance); and <br />C. alignment of 20th Avenue at the Oslo Road/20th Avenue <br />intersection. <br />2. Drainage improvements shall be provided as follows: <br />a, all run-off from developed areas shall be <br />conveyed to the stormwater management tract <br />(lake) via grassed swales; <br />b. a permanently fixed weir with a single overflow <br />elevation shall be provided as part of the <br />outfall system to the canal; and <br />C. a skimmer structure shall be provided in con- <br />junction with the weir structure (to prevent <br />floating pollutants from being discharged <br />off-site). <br />Utilities Director Terry Pinto reported that staff has <br />reviewed the project and determined that the wastewater facility <br />would be similar to other places in the county. The development <br />is not near any county facilities and would have to go through a <br />franchise. He advised that Genera] Development Utilities has <br />indicated a willingness to service the new development along with <br />another subdivision in that area. Staff will continue to pursue <br />that possibility and bring it back to the Board. <br />65 <br />_ M M <br />
