Keating .PJ'K REFERENCES: Joseph Berlin <br />Director IBMIRD <br />Planning & Development Division <br />It is requested that the information presented herein be given <br />formal consideration by the Board of County Commissioners at their <br />regular meeting of February 5, 1986. <br />DESCRIPTION AND CONDITIONS <br />At the January 15, 1986 meeting of the Board of County Commis- <br />sioners, Mr. Joseph Berlin addressed the commission, requesting <br />that future certificates of occupancy and renewals of CO's for the <br />Old Dixie Shopping Center be withheld. During his presentation, <br />Mr. Berlin posed a number of questions to the County staff regard- <br />ing actions undertaken during the review, approval, and certifica- <br />tion of the subject project. Based upon a recommendation from the <br />County Attorney, the Board of County Commissioners directed the <br />staff not to respond to the questions during the meeting but, <br />instead, to prepare a written response to each of the questions. <br />These would then be presented to the commission at its February 5, <br />1986 meeting. <br />This item constitutes the staff's response to Mr. Berlin's in- <br />quiries. To provide background and perspective for this reply, <br />two attachments which describe the project and relate its history <br />have been appended to this memo. The specific questions raised by <br />Mr. Berlin at the January 15, 1986 meeting are as follows:. <br />I. Why were building permits issued to Gary Parris and Dr. J. <br />Thomas Springer for the project before they assumed ownership <br />of the project? Why was one building permit issued to two <br />properties? When ownership of the project was transferred to <br />Parris and Springer, why were they not required to formally <br />transfer site plan approval? <br />2. Why did the County not require DER 17-25 Stormwater Manage- <br />ment permit to be obtained prior to release of the site plan? <br />28 <br />
