WHAT <br />COUNTY ORDINANCE GIVES THE ATTORNEYS FOR THE COUNTY; OR THE STAFF <br />THE RIGHT TO IGNORE STATE LAWS? I WOULD LIKE TO SEE THIS ORDINANCE <br />NOW, PLEASE. THERE CAN BE NO COUNTY ORDINANCE THAT VOIDS A STATE <br />LAW. /704r�jj, W elf* <br />IN CONCLUSION I WISH TO STATE THAT WE ARE OWNETOF IMPORTANT <br />TRACTS OF LAND IN THE COUNTY AND AX PAYERS. I DID NOT <br />COME HERE TO ARGUE OR INSULT ANYONE. I CAME HERE TO INDICATE TO <br />THE COMMISSIONERS THAT MY MONEY AND THAT OF OTHERS IS NOT BEING WELL <br />SPENT. THINGS ARE NOT RIGHT WITH THE VARIOUS STAFFS. TOO MANY ERRORS <br />ARE BEING COMMITTED THAT PERSONALLY INVOLVE ME AND OTHER PROPERTY <br />OWNERS. I RESENT EMPLOYEES OF THE COUNTY RECEIVING MY MONEY IN THE <br />FORM OF SALARIES GETTING ME INVOLVED IN LITIGATION WITH OTHERS - <br />BECAUSE OF ERRORS MADE BY THEM. I SUGGEST THAT THE SYSTEM BE ALTERED <br />TO PROTECT THE PUBLIC FROM THESE.OBVIOUS MISTAKES. I ALSO ASK THAT <br />:.�..THTc PT -AT RF. rnNRTnF.RF.n NTILT. ANn VOTn FOR LACK OF PROPER DOCUMENTS. <br />Mr. Berlin continued to emphasize that the system should be <br />investigated. He stated that we have here two obvious cases <br />where state laws were completely ignored and one possibly could <br />have criminal charges because you cannot circumvent condominium <br />documents. He stressed again that this is not a legal subdivi- <br />sion. <br />Commissioner Lyons asked what Mr. Berlin is trying to <br />accomplish and how can the county help him. <br />Mr. Berlin informed the Board that he has $100,000 tied up <br />in two units that he bought; they are illegal because he doesn't <br />have condo documents; and, therefore, he can't sell them. <br />Attorney Vitunac again suggested that the staff respond in <br />writing because this matter is subject to litigation. <br />Mr. Berlin stated that he will not litigate with the county; <br />he will go elsewhere with his lawyer about the construction, but <br />he does not wish to lose $165,000 because this thing was <br />presented to the Board improperly as a land condominium. <br />Chairman Scurlock's personal opinion was that Mr. Berlin has <br />a course of civil action to pursue. He did feel, however, that <br />as you read through all this, it certainly has to raise questions <br />as to procedure, and the need to tighten it up. He believed <br />staff already has taken another look at internal procedure and <br />has made some adjustments.
