Mr. Leo Quesnel has in good faith signed a <br />long term lease of one of the units in this building. He <br />leased the premises in order to establish a private bottle <br />club with a private membership of clients. He has recently <br />.invested at least $27,000 in order to install equipment and <br />make improvements for operating his club. Further, there <br />are approximately 370 members of the club who have paid a <br />fairly substantial membership fee in order to use the <br />facilities of the club. This entire transaction was done <br />with the understanding that the building had been approved <br />for occupancy and that there would be no problems in con- <br />sumating the lease and making this investment. <br />We now belatedly have become aware that there may be certain <br />problems connected with the building the improvements and <br />with the developer.
