Planner Challacombe did not believe that is a valid <br />argument. He noted that Mr. Berlin said he couldn't find the <br />plant material in Indian River County; however, Palm Beach Native <br />Plant Nursery, as -one example, does offer a 5-6" oak 18' height <br />with an 8-9' spread for $300 apiece, and all trees carry a 50% <br />guarantee for 30 days. <br />Chairman Scurlock asked if it was Mr. Challacombe's <br />professional opinion that the survival rate is not a problem, and <br />Planner Challacombe believed if you get the trees from a proper <br />facility, it would not be. He noted that possibly staff should <br />supply a list of qualified nurserymen throughout the state. <br />Mr. Berlin came before the Board and suggested that he be <br />allowed to put up more trees with a better chance of survival. <br />He pointed out that this is industrial land and the ground has to <br />be demucked and then filled 3-5' before it is used. The trees <br />would have to be removed while that is being done, and he would <br />hate to pay freight and bring trees from another county when they <br />have to be moved anyway. Mr. Berlin stated that he is willing to <br />put in 20-25 smaller trees right now and then move them to a high <br />and dry spot while they demuck and fill. <br />Commissioner Bowman pointed out that there were large live <br />oaks at this location before, and she wished to know if the <br />drainage changed so much that they have to demuck. <br />Mr. Berlin noted that this is along the railroad tracks, and <br />all the land has to be demucked. He further stated that the <br />contractor claimed that he did not even push those trees down, <br />that they weren't there when he went in with his machines. Mr. <br />Berlin, however, did agree that the property was so densely <br />overgrown, that he never even walked on it before he bought it. <br />Commissioner Lyons did not believe Mr. Berlin has a site <br />plan now, and Mr. Berlin agreed it has expired, but continued to <br />emphasize that he will put trees wherever staff may want as long <br />as he can move them again. <br />57 <br />eooK 63 PA -H546 <br />
