FEB 51996 ° <br />BOOK 3 � Fk_'.555 <br />Administrator Wright noted that there has been some discus- <br />sion about this in the past, and staff recommends that if it is <br />desired to locate the Health Department on this land that we go <br />ahead and acquire all the land, not only for them, but to allow <br />for future expansion of the Administration Building. <br />Commissioner Bird inquired if this would be done by negotia- <br />tion or condemnation as he would prefer it be on a cooperative <br />basis. <br />Chairman Scurlock did agree it makes sense for us to acquire <br />this particular area but felt it will be a sensitive issue as the <br />area has a long history; there is a church there; and it is <br />possible we may end up having to condemn. <br />Commissioner Bird suggested we just acquire some of the <br />property now rather than al*l and possibly square off some of the <br />blocks. He believed that, as we expand, attrition will take care <br />of the situation. <br />Commissioner Lyons asked how much room will be needed for <br />the Health Department, and the Administrator stated five acres or <br />more; the building will be in excess of 20,000 sq. ft. He noted <br />that we also will have to petition the City to abandon some <br />streets. <br />Commissioner Lyons believed we have a commitment to keep <br />some of that property open as a condition of the site plan of the <br />Administration Building. <br />Commissioner Wodtke noted that in addition to the church, <br />the City also owns some land over there, and he believed we may <br />have to look into some kind of a swap or house moving, etc. He <br />expressed his preference to start with acquiring the logical <br />areas closest to this building. He also felt we need to start <br />some long range talks with the School Board about the possibility <br />of providing them space at another location. <br />all. <br />Chairman Scurlock believed we need a master plan first of <br />66 <br />� � r <br />
