DREDGE & FILL PERMIT APPLICATION FILE NO. 31-114824-4 <br />(After the fact) <br />APPLICANT: Indian River Farms <br />WATERWAY & LOCATION: Indian River Farms Water Control District <br />R-2 Canal, 16th Street, 250 feet west of 90th Avenue, Section <br />3, Township 33 S, Range 38E within the unincorporated portion <br />of Indian River County. <br />WORK & PURPOSE: The applicant proposes to install a culvert to <br />provide an outlet for interstate commercial park subdivision. <br />ALTERNATIVES & ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following. <br />- The Conservation & Coastal Zone Management Element of the <br />Indian River Comprehensive Plan; <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region; and <br />- The Hutchinson Island Resource Planning & Management Plan. <br />- The Code of Laws and Ordinances of Indian -River County <br />- Indian River Lagoon Aquatic Preserves Management Plan <br />This culvert outfall is part of an overall plan for the 20 acre <br />interstate commercial park subdivision which has received <br />approval from all local agencies. The cut back into the <br />existing bank of the canal was done at the request of the <br />Indian River Farms Water Control District to minimize erosion <br />of the opposite bank. <br />An alternative to the proposed outlet is rerouting this <br />discharge point to an existing culvert 200 feet East. <br />According to the applicant, this would add substantially to the <br />cost and would not function as well since the existing culvert <br />is not sized for the additional flow and is at a higher <br />elevation. <br />Precautions to prevent degradation of the waters of the State <br />include silt screening.if necessary and stabilization of all <br />exposed earth cuts with sod. <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners <br />authorize staff to submit a letter of no objection to the <br />D.E.R. <br />9 <br />Boa 63 F�a,�.{ 498 <br />
