PP"_ <br />FEB 12 19 6 <br />BOOK 63 Pt)E P? <br />DISCUSSION RE NORTH COUNTY WASTEWATER SYSTEM <br />Chairman Scurlock reported that over the last few months, <br />interest has been evidenced in the North County area to see if <br />they couldn't pursue through the county Utility Department a <br />similar approach as we did on the SR60 water and.sewer projects. <br />Several meetings have been held, and the interested parties were <br />told that, if they actually were seriously interested, to come up <br />with $25.00 per ERU to provide seed money to do a study of the <br />economical feasibility of putting a wastewater system in the <br />area. At this point we are holding in escrow about $15,000 for <br />such a study and need about $22-24,000. Once we get the money, <br />this will be .brought to the Board for authorization to move ahead <br />with the study. <br />The Chairman noted that the City of Sebastian is in the <br />middle of an election so we have been getting mixed signals from <br />the candidates at times, but the Sebastian Taxpayers Association <br />have fully endorsed the concept, their chamber of commerce has <br />endorsed it, as well as the local builders and realtors, and we <br />have told the City of Sebastian that our Utility Department would <br />assist them if they chose to do this themselves. <br />Commissioner Bird asked what the proposed service area would 1 <br />be, and Chairman Scurlock stated that this would be determined by <br />pins put in the map based on the interest. There are two <br />possible site locations - an 150 acre tract of land to the north <br />of the Sebastian Airport and we have an interested party out near <br />the 1-95 interchange, who might be willing to donate up to 200 <br />acres, but this donation would have to be balanced versus the <br />collection system cost. <br />Commissioner Bird noted there is a big population in Gifford <br />and a big population in Sebastian, and in between, it is pretty <br />sparse. If Sebastian doesn't want to come in, he believed it <br />would be pretty hard to address that area. <br />Chairman Scurlock noted that one of the leaders in request- <br />ing the service is the Humana Hospital, which is under DER <br />54 <br />M <br />
