19 <br />B • • <br />Access to the Transportation Network <br />BOOK 63 FAGF 659 <br />All of the parcels of land located in Sebastian Groves Subdivi- <br />sion have primary access to local streets (Woodmere Road, High <br />Street and Hewlett Drive) and secondary access to County Road 512 <br />(designated as an Arterial street on the Thoroughfare Plan), and <br />Old Dixie Highway (classified as a Secondary Collector street).-. <br />The remaining parcels of land in the node have either direct, or <br />secondary access to U.S. Highway #1 (designated as an Arterial on <br />the County's Thoroughfare Plan). <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Richard Shearer, Chief of Long -Range Planning, explained <br />that the P & Z Commission had requested staff to go back and <br />include the Kroegel Homestead within the boundaries of the node. <br />Commissioner Bowman noted that this is a very strange <br />looking node as it extends about 8/10s of a mile from CR -512 down <br />to the turnoff at Indian River Drive. <br />Commissioner Wodtke asked what 3.5 acres were being taken <br />out of the node to make room for the Kroegel property, and <br />Planner Melsom stated that 3.5 acres of primarily residential <br />property were deleted from the northern end of the proposed <br />boundaries. <br />Commissioner Lyons asked what other type of commercial uses <br />are along the river, and Mr. Shearer advised that they are listed <br />on page 2 of the staff memo under Existing Land Use Pattern. <br />Chairman Scurlock reported how concerned the St. Johns River <br />Water Management District is about the impact on the river from <br />development, and {pointed out there is no water or wastewater <br />service available. <br />Commissioner Lyons felt it is a growing problem and did not <br />want to see any additional development of any kind along the <br />river that doesn't have sewer service. <br />Commissioner Bowman believed that basically this is a single <br />family area and there would be just a few uses that would be <br />grandfathered in, such as the Ferndale Lodge. The welding shop <br />listed is actually alongside the road, not anywhere near the <br />29 <br />
