11:06 <br />a.m. <br />There being no other speakers, the Chairman closed the Public <br />Hearing. <br />ON MOTION by Commissioner Davis, SECONDED by Vice <br />Chairman Flescher, the Board unanimously adopted <br />Ordinance 2015-019, amending Section 103.09, "The Indian <br />River County Enterprise Development Agency," of Chapter <br />103, "Commissions and Boards" of the Code of Indian River <br />County to sunset the Indian River County Enterprise Zone <br />Development Agency; amending Section 207.02, "Definitions," <br />of Chapter 207, "Local Business Tax Receipts" of the Code of <br />Indian River County to eliminate the reference of Enterprise <br />Zone; and providing for nullification of certain Resolutions, <br />severability, codification, and an effective date. <br />B. Kite Regarding AH Aboard <br />Florida 182 <br />Keith Kite, 1045 Winding River Road, used a PowerPoint <br />Presentation (on file) to explain his request to stop spending <br />taxpayers' dollars to contest All Aboard Florida (AAF), and <br />start a collaborative effort to support safety and quiet zones <br />within the County. <br />11:18 2. Request to Speak from Fred Mensing Regarding All Aboard <br />a.m. <br />Florida 183 <br />(Clerk's Note: Fred Mensing was not present. The Chairman <br />invited the public to speak regarding All Aboard Florida <br />(AAF). <br />Susan Mehiel spoke about the negative impacts AAF would <br />bring to Indian River County. <br />Joseph Paladin commented on the negative effects that AAF <br />would have on the County's level of service. <br />Nick Challis, 307 Sable Oak Drive, spoke about the harm <br />AAF would bring to the County, , and suggested doubling the <br />financing to fight AAF. <br />Board of County Commission Minutes Page 9 <br />December 1, 2015 <br />
