Attorney Pingolt Cotner spoke about House Bill 791, Local Tax Referendum, and <br />the proposed election changes to levy a discretionary sales tax. <br />Management and Budget Director Jason Brown voiced concern that the proposed <br />election changes would make it more difficult to get the extension of the one -cent <br />sales tax approved on the November 2016 Ballot. <br />ON MOTION by Commissioner O'Bryan, SECONDED by Chairman Solari, the <br />Board unanimously opposed House Bill 791, Local Tax Referendum. <br />Attorney Pingolt Cotner provided further updates and discussed Bills that could <br />impact the County's legislative priorities. <br />The Chairman called for a break at 1:00 p.m., and reconvened the meeting at 1:07 <br />p.m., with all members present. <br />14. Use of Windsor Million for Conservation Lands <br />(memorandum dated December 9, 2015) 307 <br />Chairman Solari spoke about the County's unfulfilled obligations relating <br />to conservation lands, and questioned whether the Windsor Properties <br />funds could be designated to fulfill some of those obligations. <br />Commissioner Davis voiced opposition to using the funds for obligations <br />and not improvements to the County's parks and recreation. <br />ON MOTION by Commissioner O'Bryan, SECONDED by Vice <br />Chairman Flescher, the Board by a 4-1 vote (Commissioner Davis <br />opposed), directed staff to review the list of conservation areas and <br />identify the areas of County obligations for recreational improvements <br />and bring the information back to the Board. <br />Commissioner Joseph E. USGA Golf Tournament <br />p.m. (memorandum dated December 15, 2015) <br />308 <br />Vice Chairman Flescher requested the Chairman to send a thank you <br />letter to the parties involved in the United States Golf Association (USGA) <br />Golf Tournament. <br />Rich Nalbandian, Assistant Executive Director Treasure Coast Sports <br />Commission, felt the golf tournament was an awesome event that <br />promoted Vero Beach.
