The Chairman opened the Public Hearing. <br />There being no speakers, the Chairman closed the Public Hearing. <br />ON MOTION by Commissioner Davis, SECONDED by Commissioner <br />Zorc, the Board unanimously approved Resolution 2015-139, providing <br />for the closing, abandonment, vacation and discontinuance of a portion <br />of a 30' wide right-of-way lying south of Lot 5, Block B of the Green <br />Acres Estates Subdivision as shown in Plat Book 11, Page 48, of the <br />Public Records of Indian River County, Florida; said abandonment <br />subject to retaining a public utility easement, and a public drainage <br />easement. <br />B. PUBLIC DISCUSSION ITEMS <br />9:28 (As a general rule, public discussion items should be limited to matters on which the <br />a.m. commission may take action.) <br />1. Request to Speak from Erving Cartwright, Cleveland Mitchner, James <br />Hagans, Ardra Rigby, and Bill Rigby Regarding Taxation without <br />Representation in West Wabasso Area <br />Erving Cartwright, Dallas, Texas, and owner of property in West <br />Wabasso, sought and received information regarding taxation and <br />improvements in the West Wabasso area; the installation of a cell <br />tower near Wabasso Park; and help for the West Wabasso community. <br />Bill Rigby, 8465 59th Avenue, discussed taxation representation and <br />issues in the West Wabasso community; wanted West Wabasso to have <br />a revitalization plan similar to Gifford's; and requested the Board and <br />community work together to resolve issues in West Wabasso. <br />Ardra Rigby, 8465 59th Avenue, President of the West Wabasso <br />Progressive Civic League, requested a good working relationship with <br />the Board and staff to make improvements in the West Wabasso <br />community. <br />James Hagan, 6345 84th Place, Wabasso, sought and received <br />information from staff regarding his request to open the 84th Place and <br />63"d Court roads, which he hoped would stop drug dealing. He also <br />requested that staff use fill material to cover the exposed water lines in <br />the County's right-of-way. <br />Chairman Solari requested the Public Works Department to work with <br />the Sheriff to resolve the drug situation. <br />Commissioner O'Bryan recommended that the West Wabasso <br />Progressive League move forward by gathering community support <br />and consensus; developing a priority list; and inviting individual <br />commissioners for discussion and engagement with the community. <br />Board of County Commission Minutes Page 6 <br />December 15, 2015 <br />
