He believed a recreational activity like <br />this would fit under Agricultural. <br />Commissioner Bird stated that he and Intergovernmental <br />Relations Director Thomas will go look at this site, and Director <br />Keating advised that staff can bring in a county -initiated <br />request to rezone the area to Agricultural, which would allow <br />towers. <br />THE CHAIRMAN.CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />PRESENTATION - SALT MARSH IMPOUNDMENT MANAGEMENT PLANS <br />Douglas Carlson, Chairman of the Governor's Technical <br />Subcommittee on Managed Salt Marshes, and Grant Gilmore, a member <br />of the Technical Subcommittee, came before the Board to give a <br />presentation entitled "Developing and Implementing Salt Marsh <br />Impoundment Management Plans Benefitting Mosquito Control and <br />Natural Resource Enhancement" as requested by the Pelican Island <br />Audubon Society. <br />Mr. Carlson informed the Commission that this is a process <br />which has been set in motion through the Governor's office and is <br />currently being carried out largely through the Technical <br />Subcommittee. Mr. Carlson stated that he has been in close <br />working contact with Environmental Planner Art Challacombe over <br />the last several years, and he wished to compliment the Board and <br />Mr. Challacombe for their handling of the impoundment management <br />issue so far. <br />Mr. Carlson then addressed impoundments and how they work, <br />explaining that low salt marshes are flooded by daily tidal <br />fluctuations and do not produce mosquitoes. High salt marshes, <br />which are only flooded by seasonally high tides and rainfall, are <br />the ones which produce salt marsh mosquitoes as the mosquitoes <br />lay their eggs on moist soil but not on standing water.
