Commissioner Lyons wished to know where we get our informa- <br />tion about wave height, and Chief Environmental Planner <br />Challacombe -advised it is from the Flood Insurance Emergency <br />Management (FIMA) Maps which we were also required to adopt <br />through our Stormwater Management ordinance. <br />Commissioner Lyons asked if that includes wave heights for <br />various force hurricanes, and Planner Challacombe stated that it <br />does not, but he believed the DNR has an on-going study to <br />provide that information. <br />Commissioner Lyons pointed out that the ordinance says you <br />have to allow for the storm surge, and he was curious how we can <br />do a job with the proposed ordinance if we don't know this. <br />Commissioner Wodtke wished to know who will enforce this, <br />and Planner Challacombe advised it will be the Building <br />Department. <br />Director Keating noted that the Flood Insurance Administra- <br />tion uses their own determination to decide on the velocity or <br />"V" zone, and Commissioner Wodtke felt that is what we disagreed <br />with and, in fact, spent money to prove they were wrong. <br />Wayne Russ of the Building Department pointed out that this <br />ordinance has been thrust upon us with very little time to <br />prepare, and the only criteria we now have are the FIMA guide- <br />lines in conjunction with our local stormwater management <br />ordinance. Attorney Barkett confirmed that the DCA sent down a <br />model ordinance to suffice until they complete their studies. <br />Considerable discussion ensued regarding the minimum <br />elevation required being "above the elevation of the design <br />breaking wave crests;" the elevation of the building floor in the <br />"V" zones being 14' in the air; how that elevation is determined, <br />etc.; and Director Keating advised it is measured either from the <br />existing grade or the grade that is required to be set by the <br />flood standards we have. <br />The cost impact of this requirement on single family homes <br />and also the cost to the Building Department for enforcement came <br />31 <br />BOOK 63 F":jf 744 <br />LJE 8 2 6 1986 <br />
