Chairman Scurlock asked why this would be good in one place <br />and not another, and Commissioner Lyons asked why it would be <br />good at all: <br />Planner Shearer explained that staff was looking at it as an <br />alternative. He informed the Board that the City of Vero Beach <br />in their high density multiple family zone districts do allow <br />professional offices as a special exception use; also, in the <br />last couple years , they have created the professional office 6 <br />institutional zoning district for areas along.SR60 and now are <br />applying it to 17th st. Staff felt this might be appropriate in <br />certain areas, for instance, adjacent to commercial nodes where <br />it would provide another means of buffering, and staff has <br />basically identified about three areas where this could be <br />implemented: On 17th Street east of U.S.1 and west of <br />Indian River Boulevard; <br />on SR 60 east of King's Highway, east and north <br />of the existing 160 acre commercial node; and <br />the Roseland area north of Sebastian on the east <br />side of U.S.1., where there are some very nar- <br />row parcels which back up to a mobile home park. <br />Chairman Scurlock wished to know what criteria you would use <br />to allow this for one parcel and not another as he did not want <br />to open up a Pandora's box, and Planner Shearer stated that it <br />would be looked at just the same as any other rezoning. He also <br />felt that is part of the reason to go with the zoning district <br />rather than a special exception. <br />The Chairman asked if there has been much pressure from the <br />community for this, and Planner Shearer advised staff has had <br />about ten to twelve inquiries. <br />Commissioner Lyons was of the opinion that this is in <br />conflict with our professed aim of grouping the commercial <br />districts together, but Director Keating felt staff is saying <br />that between the two extremes of commercial and residential, <br />there is a third one that has the characteristics of both.
