AFFIDAVIT <br />STATE OF FLORIDA <br />COUNTY OF INDIAN RIVER: <br />Before me personally appeared the undersigned who, by <br />me being first duly sworn, deposes and says: <br />In compliance with the Florida Real Estate Law (F.S. <br />Chapter 475) and the Real Estate Full Disclosure and Settle- <br />ment Act, notice is hereby given that Parcel No. 164 is and <br />has been owned by my wife, MARILYN J. RICHARDSON FINNEY, <br />since 1977. That the County's initial _contact concerning <br />right-of-way acquisition of Parcel No. 164 was made March <br />1.985; that I was employed as the Right -of -Way Agent July <br />1985; that an independent appraisal was made Dec. 1985 to <br />determine the Fair Market Value and that I had no part in <br />the appraisal process, the analysis, conclusions, values or <br />opinions as set forth in the appraisal report. <br />That this disclosure is made in conformity with and is <br />subject to the requirements of the Code of Professional <br />Ethnic's and Standards of Professional Conduct of the <br />Society of Real Estate Appraisers of which I am and have <br />been a member since 1979. <br />�a O <br />DONALD G. FINNEY, SRA <br />VIAI <br />Ivor <br />2 <br />Chairman Scurlock believed that we did quite a lot at Keen's <br />location; we built a major improvement to their area and that, <br />therefore, possibly this should be something less than market <br />value. <br />Commissioner Wodtke believed that Keens did contribute some- <br />thing, and R/W Agent Finney advised that Mr. Keen did say that he <br />donated right-of-way in the past, and originally he agreed that <br />he would donate this right-of-way if he got some compensation, <br />possibly a sewer line. Agent Finney continued that, after <br />checking with Utilities, he found the sewer connection would <br />amount to $10,000 plus, but we did say we will put a sleeve under <br />12th -Street so that we won't have to dig up that street later <br />57 <br />F 2 X9 6 - BOOK 63 F -,,,E 770 <br />
