DREDGE & FILL PERMIT APPLICATION <br />FILE NUMBER 31-115709 <br />APPLICANT: Jorge Rey/University of Florida <br />WATERWAY & LOCATION: <br />The proposed project is located on the Indian River, at <br />Mosquito Impoundment #16, in the unincorporated portion of <br />Indian River County, adjacent to Vero Shores Subdivision. <br />WORK & PURPOSE: <br />The applicant proposes to install two (2) 24 -inch culverts with <br />flap -gate riser boards. The culvert installation is part of a <br />research restoration project funded by the D.E.R. <br />ALTERNATIVES AND ANALYSIS: <br />The Planning and Development Division reviews and submits <br />comments on dredge and fill applications to the permitting <br />agencies based upon the following: <br />The Conservation & Coastal Zoning Management Element of <br />the Indian River Comprehensive Plan <br />- Coastal Zone Management, Interim Goals, Objectives & <br />Policies for the Treasure Coast Region <br />- The Hutchinson Island Planning & Management Plan <br />- The Indian River County Code of Laws and Ordinances <br />- Chapter 16Q-20 F.A.C. <br />This project involves a re-establishment of a tidal connection <br />between Indian River County Mosquito Impoundment #16 and the <br />Indian River Lagoon. This will involve installation of two <br />24 -inch culverts with tide gates through the impoundment dike <br />into the lagoon. Installation of the culverts will allow for <br />the interchange of nutrients between marsh and estuary, and <br />will also provide a needed access to the marsh to fish and <br />macrocrustaceans and other organisms.
