Chairman Scurlock understood that one of the discussions on <br />this issue dealt with the question of access through the <br />Lowenstein property which was rezoned recently to RS -6. <br />Mr. Shearer explained that staff has a general policy not to <br />allow access to multiple -family development through single family <br />subdivisions. In this particular case, the subject property has <br />considerable frontage on SR -60 and staff feels it would be <br />desirable to have access directly to SR -60. In addition, most of <br />the traffic leaving this project probably will be going east to <br />Vero Beach and there would be very little traffic going west <br />which would involve a left-hand turn. <br />Chairman Scurlock asked why the 10 -acre tract behind the <br />Lowenstein tract was not recommended to be rezoned consistent to <br />provide some sort of transition zone from single family to <br />multiple family, and Mr. Shearer explained that staff had <br />discussed that with the applicant and this is the way they wanted <br />to go. <br />Chairman Scurlock asked Attorney Vitunac if there is a <br />possibility today to rezone that tract to RS -6 consistent with <br />the Lowenstein property, and Attorney Vitunac advised that it <br />would have to be readvertised since that would involve a <br />substantial change. <br />Mr. Shearer asked if that 10 -acre parcel could be lessed out <br />of the overall rezoning consideration today, and Attorney Vitunac <br />felt that we have consistently said that if you advertise a <br />larger parcel, you have a right to subtract something from it on <br />the theory that somebody who would have objected to the entire <br />rezoning would have no objections to decreasing it. <br />Chairman Scurlock understood that, in effect, the 10 -acres <br />would remain Agricultural and the Board could instruct staff to <br />look at the possibility of rezoning it to single family. <br />Commissioner Wodtke asked if any consideration had been <br />given to having this development go through the the Planned <br />Residential Development (PRD) process, and Planning.& Development* <br />13 <br />R .5 196 BOOK 63 P;cr ��� <br />
