F_ J <br />Attorney Stewart noted that they presented this project to a <br />number of civic groups and organizations and received favorable <br />reaction. He was sure that representatives from some of these <br />groups were here to speak this morning. He recalled that he <br />tried to explain the rental situation to the residents of the <br />surrounding neighborhoods and assure them that they would make <br />every effort to insure them good neighbors. <br />Attorney Stewart introduced Sonny Vergara of Management & <br />Planning Resources of Ocala, Florida, who has_been employed by <br />the applicant to deal with water and drainage matters. Mr. <br />Vergara reported that after extracting information from the U.S. <br />Geographical Society, the St. Johns River Water Management <br />District, and the U.S. Soil Conservation Service, they have <br />determined that the concept being proposed today should not pose <br />any problems as it goes through the permitting process and is <br />certainly feasible as conceived. <br />Commissioner Lyons asked if that means the drainage is going <br />to be better, and Mr. Vergara stated that in terms of water <br />quantity, the St. Johns River Water Management District <br />stipulates that there should be no increase in discharges from a <br />project beyond what is occurring now. Therefore, just that basic <br />requirement alone should prevent any offsite impact. <br />Attorney Stewart felt the most sensitive issues of the site <br />plan is the buffers and transitions. He reported that they met <br />with the residents of Sunnydale Subdivision on Monday evening to <br />ask them what they feel is the best way to handle the transition, <br />because there is no question that some accommodation has to be <br />made so that the adjacent neighborhood will not be negatively <br />impacted by this project. The following three strategies were <br />discussed: <br />-1) Take a portion of the 10 -acre parcel and have it rezoned to <br />RS -6 so that a single-family subdivision could be built there at <br />some point in time.
