other than the 250 -ft. buffer is at the developer's risk, which <br />would put him on notice that he should not rely on our rezoning. <br />Attorney Stewart stated they would accept that. <br />Commissioner Bird intended to vote for the rezoning because <br />when we started looking for areas in the county with sufficient <br />infrastructure to accommodate multiple -family development, we <br />found that the SR -60 corridor had that infrastructure along with <br />the availability of county water and sewer service. However, <br />since some single-family residential areas could be negatively <br />impacted, he felt the Board should do everything we can to <br />mitigate that impact. If we can trust the representations that <br />have been made by the developer and his attorney here this <br />morning. then those protections should be built into the site <br />plan. He felt the entire 68.4 acres could be handled all in one <br />step here today because trying to hold the 10 acres back would be <br />pretty cumbersome on staff, the P & Z Commission and this Board. <br />He felt we all want the finished product to be in accord to what <br />has gone on the record here this morning, and if it does not turn <br />out that way, this Commission will rezone it back to something <br />different. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Wodtke, that the Board adopt Ordinance <br />86-22, rezoning 68.4 acres from A-1 and <br />RS -6 to Multiple -Family Residential, RM -6. <br />Under discussion, Commissioner Wodtke believed the proposed <br />development would have little, or no detrimental effect on the <br />homes and life styles of the adjacent single-family subdivision. <br />He felt the fact that 260 of Piper employees live outside Indian <br />River County demonstrates the need for more affordable housing. <br />Commissioner Bowman intended to vote for the rezoning but <br />would have preferred the development to have gone through the PRD <br />process because she is concerned about how this will -be built. <br />25 <br />MAR 5.1996 <br />Boor 6 ; ` c.800 <br />
