19.06 If the Contract is to be awarded, OWNER will award the Contract to the Bidder whose Bid <br />is in the best interests of the Project. <br />19 07 OWNER has no local ordinance or preferences, as defined in FS 255 0991 (2) in place, <br />therefore no preference prohibited by that section will be considered in the acceptance, review or <br />award of bid. <br />19.08 Any actual or prospective bidder or proposer who is aggrieved in connection with the <br />bidding and/or selection process may protest to the OWNER's Purchasing Manager. The <br />protest shall be submitted in writing to the Purchasing Manager within seven (7) calendar days <br />after the bidder or proposer knows or should have known of the facts giving rise to the protest. <br />ARTICLE 20 - CONTRACT SECURITY AND INSURANCE <br />20.01 Article 5 of the General Conditions, as may be modified by the Supplementary Conditions, <br />sets forth OWNER's requirements as to Public Construction Bond and insurance When the <br />Successful Bidder delivers the executed Agreement to OWNER, it must be accompanied by such <br />Bond, unless the Bond has been waived due to the total contract being less than $100,000 <br />ARTICLE 21 - SIGNING OF AGREEMENT <br />21.01 When OWNER gives a Notice of Award to the Successful Bidder, it shall be accompanied <br />by the required number of unsigned counterparts of the Agreement with the other Contract <br />Documents which are identified in the Agreement as attached thereto.
