• <br />Indian River County 1 Impact Fee Update Study <br />The resulting percentage from Table A-6 is used in the calculation of the residential <br />coefficient for the 24-hour functional population. These actual calculations are presented in <br />Table A-8. <br />Non -Residential Functional Population <br />Given the varying characteristics of non-residential land uses, developing the estimates of <br />functional residents for non-residential land uses is more complicated than developing <br />estimated functional residents for residential land uses. ,Nelson and Nicholas originally <br />introduced a method for estimating functional ,-resident population, now used <br />internationallyl. This method uses trip generation data;from.the Institute of Transportation <br />Engineers' (ITE) Trip Generation Manual and,'TOA's Trip\Characteristics Database, <br />information of passengers per vehicle, workers per vehicle, length of,time spent at the land <br />use, and other variables. Specific calculations include: <br />/r <br />• Total one-way trips per employee (ITE trips, Multiplied by 50 percent, to avoid double <br />counting entering and exiting trips as two trips);; s; <br />• Visitors per impact unit based'on occupants.per vehicle (trips multiplied by <br />occupants per vehicle less emplo_yees).,--- , <br />• Worker hours per;:;week per impact unit -,(such-, as nine worker -hours per day <br />f <br />multiplied'by five days in.a'work week). <br />, <br />• Visitor hours per week per impact unit (visitors multiplied by number of hours per <br />day -hes -days ,in_ a week, such as five for offices and seven for retail <br />shopping): . -- : <br />•\ Functional population coefficients per employee developed by estimating time spent <br />by.employees and'visitors at each land use. <br />Table A-7 also shows the furietional population coefficients for non-residential uses in <br />Indian River County.
