• <br />Indian River County I Impact Fee Update Study <br />Functional Residents by Specific Land Use Category <br />When a wide range of land uses impact services, an estimate of that impact is needed for <br />each land use. This section presents functional population estimates by residential and <br />non-residential land uses. <br />Residential and Transient Land Uses <br />As previously mentioned, the average number of persons per housing unit in Indian River <br />County was calculated for the single family, multi -family, and, mobile home/RV land uses, <br />based on information obtained from the 2000 and 2010,U.S. Census. Besides the residential <br />land uses, the table also includes transient land uses, such-as.hotels, motels, nursing homes, <br />and assisted care living facilities (ACLF). Secondaryysources, such as the IRC Chamber of <br />Commerce and the Florida Department of, Elderly Affairs, are used to determine the <br />occupancy rate for hotels, motels, and nursing homes/ACCP land uses. As mentioned <br />before, different functional population coefficients must -be developed;hfor each of the <br />impact fee service areas to be analyzed. For residential) and transient'land uses, these <br />coefficients are displayed in Tables:A-12 through A-14. <br />Non -Residential Land Uses,„ <br />A similar approach is `used to estimate ••functional 'residents for>non-residential land uses. <br />Table A-15 reports .basic assumptions and 'calculations, such as trips per unit, trips per <br />employee, employees :per impact unit, one-way trips per impact unit, worker hours, <br />occupanthicle trip, visitors :(pa <br />s -per vetrons, etc:) -per impact unit, visitor hours per trip, and <br />days,per week for "non-residential land uses:.The final column in the tables shows the <br />estimated functional resident coefficients by land use.
