<br />As presented in Table 11-3, there is a relation between population growth and the need for
<br />correctional facilities. Table 11-3 presents the average daily jail population over the last ten
<br />years, along with the corresponding population. The relation between the population and
<br />jail population is used to establish a general trend in the need for correctional facility beds,
<br />and to account for random fluctuations, the three-year average number of bookings and
<br />population also is shown.

<br />The level -of -service. (LOS) for' correctional facility,services is expressed in terms of jail facility
<br />beds'per.'1,000 residents.: Using thi5,method, ilidian River County's current achieved LOS is
<br />4.14 beds per 1,000 residents. The County's current adopted LOS standard for correctional
<br />•
<br />facilities is 4:5 beds per 1,000residents. Given that the achieved LOS is lower than the
<br />adopted standard;',impact feecalculationsfor correctional facilities are based on the
<br />achieved LOS. As 'mentioned -,previously, for impact fee calculations, the LOS should be
<br />measured using functional /population to capture workers, visitors, and residents to
<br />calculate the correctional facilities impact fee. In terms of functional population, the
<br />current LOS is 4.37 beds per 1,000 functional residents. Table 11-4 summarizes the
<br />calculation of the county's current LOS using both weighted seasonal population and
<br />functional population.
