For impact fee calculations, the adopted <br />LOS standard is used in order to ensure new development is not overcharged. In addition, a <br />review of the CIP indicated that there\are no capital expansion projects programmed for the <br />- <br />next five years. As such7 the ,existing , <br />LOS, is likely to decrease somewhat, which suggests <br />that it is preferable to use -the, adopted LOS °standard t� -provide a more conservative <br />approach. <br />A comparison_of the current Indian'River'County°LOS, the adopted LOS standard, LOS of the <br />other Florida counties, and the suggested State standards is presented in Table V-5. The <br />comparison includes counties with;apopulation of 100,000 to 750,000, and is based on the <br />information ._:obtained from 'the Library Directory with Statistics, published by the <br />Department of,State, Division of Library and Information Services. It should be noted that <br />the current LOS'figures included in the table for Indian River County represent figures <br />provided by the Division of"Library and Information Services and reflect FY 2013 data with <br />the use of permanent population.
