• <br />s <br />• <br />Indian River County 1 Impact Fee Update Study <br />development cannot be charged for a higher LOS than what is being provided, the achieved <br />LOS is used in the impact fee calculations. <br />The County does not have any new law enforcement capital facilities programmed in the <br />Five -Year CIP; however, the Sheriff's Master Plan identifies needs for additional <br />administrative space and a crime scene investigation unit. The estimated cost for this <br />project is $25 million to $30 million. Due to lack of funding, this project is not yet <br />programmed. Since the timing of this project is not known yet, a future LOS estimate is not <br />calculated. <br />While the 2013 LOS is 1.89 officers per 1,000 weighted residents, in order to calculate the <br />law enforcement facilities impact fee, the LOS needs to be calculated in terms of officers <br />per 1,000 functional residents. Table VII -3 also illustrates the calculat oro f the current LOS <br />using the total functional residents within'the service area. The LOS is displayed in terms of permanent population for all jurisdictions <br />because a functional population analysis has not been completed for these entities. The <br />LOS comparison is based on the permanent population for 2012, as this is the most recent <br />population data available for all jurisdictions.
