P.A. <br />{ 4 Brwnmy Building <br />VERO BEACH, FLORIDA 32960 <br />303.231-6484 <br />March 6, 1986 <br />RE: Neighbors Helping Neighbors <br />To Whom It May Concerns <br />This program is designed to be a helping program, not a doing for, except <br />in so far as they cannot do for themselves. For example, a case of mine <br />was in serious financial trouble and likely to go to jail, problems of his <br />own making. Neighbors Helping Neighbors took charge of cooling the anger <br />of the persons and businesses owed by promisi.no to see that they would <br />eventually get their money. If not then they could pursue the law. The <br />Neighbors Helping Neighbors made the case in charge relinquish his pay <br />checks on pay day and the Neighbors Helping Neighbors paid parts to all <br />persons and businesses owed, and gave case enough to live on. Now three <br />months later the persons and businesses are paid off and soon the case will <br />have a paid for T.V. He still has his job and is not in jail. <br />These kinds of successes are hard to come by and need to be expanded upon <br />if possible. I commend Neighbors Helping Neighbors for a job well done. <br />Sincerely= <br />R.H. Vinson, M.D. <br />min <br />Mr. DeGenero informed the Board that he is very tired; he is <br />now relinquishing his work with Neighbors Helping Neighbors, but <br />trusts that the County will get together a committee of some sort <br />to carry on, and he will offer them his expertise. He stressed <br />his philosophy of helping people help themselves and stated that <br />he was proud of our County Welfare Department, but wanted the <br />County to blend in with it the philosophy of the Neighbors <br />Helping Neighbors Program - "Help Not Give." <br />Commissioner Bird noted we could spend the rest of the day <br />commending Mr. DeGenero for his good works, but he personally <br />felt that the real strength of Neighbors Helping Neighbors is <br />that it has been independent and not a part of a government <br />program. He felt the best way to keep this strength is to keep <br />this a volunteer program and felt sure that among the people <br />40 <br />� a <br />
