MAR 12 1986 <br />s®dK 6 F"r 879 <br />Chairman Scurlock believed that Commissioner Bird did an <br />excellent job in negotiating the fee down. He felt the -Commis- <br />sion, from the financing aspect, has indicated a desire, as much <br />as possible, to try to release the Race Track Funds if it is <br />economically feasible, and he will so proceed unless he has <br />different direction. He inquired if there has been any progress <br />in finding an architect for designing the clubhouse. <br />Administrator Wright reported that staff has solicited <br />proposals under the Competitive Negotiations Act; the proposals <br />are in his office; and we are now ready to go to the next step, <br />which is to select the architect and bring him back for approval, <br />after which he will be given the parameters within which we want <br />him to work. <br />Commissioner Wodtke inquired about the cart paths and where <br />the money for those will come from as he felt that is something <br />we can live without if we have to. <br />Administrator Wright stated that they will be paid for out <br />of the contingency allowed in the estimate of the construction <br />costs. He noted that when all our costs are in place, we will <br />know where we stand, but he believed we will have to have some <br />paths on the sand ridge area. <br />Commissioner Bird confirmed that we will build cart paths <br />only in the most critical areas first. He continued that one <br />area where we need authorization to continue to negotiate is on <br />purchase of the irrigation materials. One way to save money was <br />to buy these materials direct, thus saving sales tax and getting <br />an additional discount for cash, and staff needs authorization to <br />continue to negotiate the best price. <br />MOTION WAS MADE by Commissioner Lyons, SECONDED by <br />Commissioner Bird, to authorize staff to continue <br />to negotiate irrigation and drainage materials; <br />46 <br />
