Art Challacombe, Chief of Environmental Planning, explained <br />that staff feels that the application is too broad in that it <br />involves the county's entire coast line and extends the length of <br />the project from May, 1986 to December 31, 1989. Staff is <br />recommending that the Board object to the application as <br />currently proposed and ask for more specific information about <br />the salvage activities. <br />Commissioner Bowman noted that residents along the coast <br />have complained about salvagers using huge hawsers to anchor <br />their boats and diving gear to the beach. In addition, she <br />believed that the "prop washing" activities create a lot of <br />turbidity in the water and is detrimental to the nesting habits <br />of the sea turtles. <br />ON MOTION by Commissioner Lyons, SECONDED by <br />Commissioner Bowman, the Board unanimously accepted <br />staff's recommendation with the -inclusion of a <br />recommendation that the diving activities not be <br />allowed during the nesting time of the sea turtles. <br />PUBLIC HEARING - INTERIM INCREASE IN SOLID WASTE RATE SCHEDULE <br />The hour of 9:15 o'clock A.M. having passed, the Deputy <br />Clerk read the following Notice with Proof of Publication <br />attached, to wit: <br />16 <br />MAR 19 1986 Boa 63 'F,+,UE 9 � <br />L <br />
